**Overview**
The HR Capacity Model is a decision-grade workforce and HR service capacity modeling product designed for executive planning, operational risk management, and scenario-based decision support.
This repository contains licensed artifacts only:

- Configuration
- Structured data inputs
- Sample outputs
- Governance and decision assumptions

The computational engine and source code are proprietary and intentionally excluded.

This separation allows organizations to review, validate, and govern decisions without exposing or redistributing protected intellectual property.

**Product Purpose**
The HR Capacity Model answers a specific class of leadership questions:

"Will HR service demand exceed sustainable capacity within the planning horizon, and what policy or capacity interventions prevent operational risk?"

It is not an analytics tool.
It is a **decision system**.

Structured inputs that parameterize the licensed model:

These constraints are embedded in licensed configurations and enforced by the execution engine.

**Modeling Principles**
- Certain HR work types are structurally irreducible (for example, employee relations and leave processing)
- Capacity risk is driven by timing mismatches, not average load
- Scenarios represent leadership choices, not forecasts
- Interpretability and trust outweigh marginal optimization gains

The product is designed to inform decisions, not replace judgment.

**Reproducibility and Auditability**

Every licensed run produces:
- A resolved configuration hash
- An input fingerprint covering all configuration and data inputs
- Time-stamped outputs
- Scenario lineage

This ensures:
- Decisions can be defended
- Assumptions are explicit
- Results are reproducible

- The HR Capacity Model execution engine is proprietary and not included.
